There are superheroes who have super-powers due to being demi-gods or due to having alien physiology. Examples are Wonder Woman, Thor, Superman, Martian Manhunter.
There are superheroes who have super-powers due to natural mutation. Examples are the X-Men.
And there are superheroes who have super-powers due to an accident. Examples are the Flash, Hulk, and Fantastic Four.
Then there's Steve Rogers, who has super-powers not due to natural mutation or an accident but because he was power-hungry and jealous of others and wanted to gain super-powers. Like Syndrome in The Incredibles and Dr. Sivana in Shazam!, Steve Rogers was a reject who was power-hungry and jealous of others and thus wanted to gain super-powers. And like Syndrome in The Incredibles and Dr. Sivana in Shazam!, when Steve Rogers got his super-powers, he decided that he wanted to always be in charge and would do whatever he wanted to do and didn't give a shit about the lesser people who weren't as powerful as he was.
When Bucky was arrested, Steve Rogers had the chance to be a true hero and show the people that no matter how much super-powers he has, he wouldn't be a tyrant and would still be willing to answer to the people (like Superman does). He had a chance to show the people that he believed in the justice system and believed that a jury made up of the people would make the right and just decision with regards to whether or not Bucky was guilty.
But instead, Steve Rogers basically said to the people "I don't believe in YOUR justice system and I don't believe in YOU to make the right and just decision because YOU are lesser and unworthy so since I'm more powerful than YOU, I will be the sole judge and jury and I will unilaterally decide that Bucky is not guilty and won't have to go on trial the way that any other defendant without super-powers would have to".
Steve Rogers was nothing but a reject who was power-hungry and jealous of others so he actively sought to gain super-powers and after he gained his super-powers, he became a tyrant who refused to answer to the people and decided that he would be in charge and unilaterally decide innocence or guilt, like a tyrant does.

He's so worthy that once he got to the stage where he could hold the hammer, he gave it all up so he could slow-dance in the living room with Agent Carter. A greater ambition than power took hold in his heart and he took it.

Captain America was a way better beacon of light than Superman. Beacon of light for who? Himself? Wakanda? He's a bad soldier and a fugitive. The DC movies have their problems, and they are massive, but Superman did nothing like that.

It was the US government that gave him his super-powers, yet he betrays the US government by refusing to sign the Accords and using his super-powers against law enforcement officers to aid and abet a double-murderer escape from the law. And he refuses to abide by the same justice system that every other American citizen abides by.
