Penguin is a great villein and someone who we haven't seen on the big screen in a long time. Perhaps yeah but I'd also like if they used someone new. Black Mask, Clay Face, Hugo Strange, Man Bat, Hush, Red Hood, or Mad Hatter would be great. They went as far as to make friggin KGBeast the lead henchman in Batman versus Superman.

You know though, this would have been a golden opportunity to introduce Black Mask. Hell, Andy Serkis could play a better Black Mask than Penguin. That would be a perfect fit.

I'd like a small Batman movie. Nothing where the entire city is threatened or he has to make a huge choice for a bunch of lives. Bad guy does something (and keeps doing something) and he has to figure out who it is and stop him/her. Good old fashion detective story. Or, if it's the Penguin, he can't prove he did something so he's untouchable.

Thats cool, tho I would want a second villain who is more physical that way we can have an awesome fight scene. I would love to have Alfred Molina or Paul Giamatti to play him.

Wait, why Andy Serkis? Shouldn't Penguin be a short, fat guy? Maybe they can do a little CGI to make him fat and short without making him look like a mutant. Aren't there enough short and fat actors out there without needing to CG a guy? Especially when they couldn't even handle a mustache.

Those aren't bad either; though I think Giamatti would also make a good Calendar Man. Skaathar mentioned Deathstroke. Maybe he should be the hired muscle?

I OK with Penguin, but at this point I'd be pretty disappointed if Deathstroke has to share screentime with another villain. Especially if Deathstroke becomes nothing more than hired-muscle. When you can use up to 90% of your brain, you don't need another villain to act as the "brains" of your operation. Manganiello's Deathstroke is already under a lot of pressure as quite a number of fans prefer Arrow's Deathstroke. If DC wants this version of Deathstroke to make an impact, making him play second fiddle is not the way to go.
