Ace in the Hole (’50) may count, though it’s more about a small-town reporter than a small-town paper. Great, if unreservedly bleak, movie. The first two movies that came to mind were Call Northside 777, except that’s set in Chicago, and oddly enough The Talk of the Town, though that doesn’t really emphasize the newspaper aspects. You may also want to look into the late ‘40s/early ‘50s “ semi-documentary” movies; it’s funny because I can think of tons of newspaper-movies, but not too many small-town newspaper movies… Oh, wait, The Seven Faces of Dr. Lao! If you haven’t seen that, you’ve just got to. It’s just wonderful (and Barbara Eden is a knockout in it). Hope that helps.
