Come on, man. Maybe some advanced changelings would be able to mimic a functional combadge, but if Odo can't do ears properly, then I would assume a working combadge would be beyond his abilities.
I hope someone got fired for that blunder.

Yes, I too, noticed that...
I think most of the time he had a real one that he just kept inside of himself, when he shape-shifted, and then when he became ODO, the man, it would come out and be on his skin that was mimicking a Bajoran uniform...
However, there were times, where we know this just wasn't possible!
He should NOT have been successfully able to morph part of himself into a working combadge and onto his uniform...
I've always had trouble accepting the "skill level" of Odo's shape-shifting abilities, for other reasons as well...
He was several animals that were "picture" perfect, imitated other static objects perfectly, and even hid himself as the surface of one of those promenade interactive "mall" map things during a training exercise on the station...
Not one flaw, ever... But..
He could never make his fake look "human", not even, when he was joined with Curzon Dax, or when the Defiant went back in time and he had a couple of centuries to practice on that planet?
WTF? Talk about inconsistency!
Anyway, I still liked his character enough, to just suspend my disbelief and enjoy the show.

My working theory is that the Founders put an intentional mental block on being able to accurately take the form of whatever sentient civilization they initially encountered during their early development as changelings. They can take the forms of less evolves animals without problem. This would allow them to observe cultures without assimilating or becoming complacent; and to some degree, consciously or unconsciously, create a situation where the 100 would never truly be able to fit in, thus not only ultimately facilitating their departure and return to the Great Link, but also instilling in them by experience the same conclusion the Founders had reached, that "solids" will always treat outsiders poorly and it's best to never trust them.
