I remember this movie, definitely after 2000.
It's about this married couple and they kidnap kids. At some point someone shows up at their house and they open a closet and this kid wrapped in plastic falls out, almost dead.
I think the couple trafficked the kids in the black market or something like that. They had plenty of kids' stuff in their house so people would believe that the kids were their actual children.
