This might be a so called brain ghost, I watched something when I was very young, 1963 or 1964, my father took me to one of those Disney Short film mix movies. The building was erased in 1968, so it must at least be 1968 and older. So before I write it off, is there any posibility that there is. a Scrooge or Ludwig like or similiar in looks character in any Disney shorts. It's not Crazy Over Daisy 1950, that was Donald with whiskers, and actually a funny movie, by the way.
Not saying there is one out there, I'm checking out possible options. Or it is just a brain ghost that I can finally kill.

Hey, teleadm … Any chance it could be Disney’s Spirit of ’43? It’s got a Scottish-accented duck character who predates Scrooge McDuck; Wikipedia says the character is a prototype for him.

Just checking teleadm .. you are looking for a totally different character who looks like Scrooge or Ludwig but pre-dates them .. right ? Yes, but not saying there are. when one was young very young, it happenes that one is later not sure what was real or what wasn't, so I'm just checking possibilities. I have thought since I couldn't find myself, if there is some short that is now hidden because there is what is now racism, not that I remember anything that could turn that way.

K teleadm was making sure I understood what to be looking for. I see that Detective Sherlock Nalkarj is already hot on the trail of the elusive duck so you are in good hands. He came up with the correct answer within about a minute of a question being posted just last week ! I think it helps when no one is singing anywhere in the INTK

Thanks for makiing me aware of that movie, that I had never heard of, but there was nothing in the images that ringed a bell, but it was a cool movie to watch anyway, so it wasn't any waste of time!

Could that small part with Donald and Scottish duck have been re-used in some other short, letting them say something totally else, that has nothing to do about the war..

I suppose they could have put that clip in somewhere else, teleadm , but I can’t find any evidence for that… Unlike Ludwig von Drake, who made a bunch of appearances in the ‘60s, Scrooge McDuck apparently only made two appearances before 1968: a cameo on The Mickey Mouse Club (about which I haven’t been able to find anything) and the short above, “Scrooge McDuck and Money.”

I can remember our 6th grade teacher showing us a ton of cartoons with Ludwig von Drake as a professor/teacher character, they were supposedly educational. I remember his German accent. Scrooge McDuck, the first time I ever recall seeing him in any animation or speaking was that 90's Duck Tales series. Of course, he was in tons of comics in the 70's and early 80's.

I'm positively satisfied that I might not be wrong, and that is satisfying enought for me.
that short bit with Donald and Scottish Duck could positively have been used between shorts, dubbed in Swedish, "Hej Kalle (That's what we call him here), isn't it about time you tell us about that time when you...(fill blanks), and then the next short begun. I think that is possible.
