OK, it is a WWII movie with Nazis that I saw the ending of back in what was, probably, the early ‘60s when I was a little bit younger so it is most likely from the ‘40s or ‘50s. I hadn’t thought of it for decades but for reasons known only to my subconscious, it popped into my mind.
I saw only the last minute or so. Nazis are about to execute some civilians. Suddenly we hear the Nazis being denounced from hidden loudspeakers. Soldiers run around to find them and smash them with rifle butts (one is behind some grill work in a wall). The last shot before the final fade is a close-up on the, I presume, resistance leader. He is smiling as he mounts the gallows, knowing the Nazis have not crushed the Movement.

Edge of Darkness (1943)? No gallows though. This movie is on YouTube. It looks like a good one that I would want to see but it ends with a fire fight where the Good Guys win - so thanks for the suggestion. I will follow up but it is not what I was thinking of.

Just a guess. Uncertain Glory There is a clip on YouTube that got my hopes up. Errol Flynn was being led into a courtyard to be guillotined. But then an Allied bombing raid blew up the buildings. Flynn was buried under rubble but crawled out and made his escape. So close. Thanks for the suggestion.

I'm beginning to think that it wasn't John Wayne who won WWII in the movies - it was Errol Flynn! This is odd because, to quote Wikipedia: I believe this has been pretty much debunked.

The Moon is Down 1943, If Norwegian resistance continues, a small town mayor and the town doctor will be executed (at least in Steinbeck's book). That is pretty darn close to what the OP is describing!
