It's a song that deals with the dangers of counter culture, particularly youth delinquency. I won't give away the rest of the song for those who haven't heard it but the ending of course hits a powerful note. Written and composed by Lou Stallman and Bobby Susser. Famously missed out on the Billboard Top 20.
