Depending on their file size, they slow down page loading.

You can, but most animated avatars annoy most people. Just be sure to not use anything too flashy. Yes, those of us with slower internet connections hate them... It's bad enough when ONE poster has some 5 MB Animated GIF Avatar that takes a long time to download... But then to have 10 or more posters on the same discussion page doing the same thing? Well, having to download 50 MBs worth of Avatars is bullshit! And don't get me started with those members that screw up our browser caches, by frequently changing their Animated GIF Avatars, so we have to constantly download their new ones, again and again... In some cases, all these Animated GIF Avatars screw up posting responses too!... Sometimes I have to wait several minutes for everything to load, before I can post or else the post fails, because the browsers keep trying to complete the Avatar downloads, and the the post times out!

You can disable displaying avatars if it's a bit much. Go to your profile -> Edit Profile -> Settings -> Show Avatars. Set it to no. GIFs are heavy, no doubt, but sometimes people link to massive images as well so there's no guarantee either way.
