Dave Bautista quotes: "Do not compare me to The Rock or John Cena. Everyone does it. Those guys are wrestlers who became movie stars. I'm... something else. I was a wrestler. Now, I'm an actor." "Rock was, in a way, a movie star before he was even a movie star. There is something about him that's really special. I'd never take that away from him. Would I consider him a great actor? Fuck no." "I want good roles. I don't care about Fast and Furious or Bumblebee... That's not the kind of stardom I want... I want to be in Dune. I want to work with Denis Villeneuve. I want to work with Sam Mendes and Jodie Foster. I want to work with Academy Award winners. I'm proud to be a character actor. I want that respect and credibility and education." movieweb.com/dave-bautista-dwayne-johnson-acting-comparisons/

Bautista mainly for his small yet awesome role in Blade Runner 2049 . Looking forward to seeing him in Dune.

The Rock
The question is "who is the better actor?" NOT "who do you like more?" or "who plays in the better movies?"
Those are 3 very different questions.

Bautista. BR 2049, Spectre, GotG… he's been surprisingly non-distracting as a former wrestler.

The problem with The Rock (especially) and John Cena is that they're "movie stars" more so than "actors".

Dave Bautista. He has the most range as an actor going from a goofy strongman like Drax to doing a low-key minor role in Blade Runner 2049. Dwayne Johnson and John Cena don't really disappear into their roles.

Dwayne Johnson and John Cena don't really disappear into their roles. You're likely not going to see Johnson or Cena ever play, say, an alcoholic father in a family drama or an eccentric artist in a comedy. Muscle-bound action hero roles are really more their bread and butter. They're modern-day Schwarzeneggers with the same acting strengths and weaknesses as Arnold.

Muscle-bound action hero roles are really more their bread and butter. They're modern-day Schwarzeneggers with the same acting strengths and weaknesses as Arnold. Except in his heyday Arnold managed to work with creative directors like Milius, Cameron, McTiernan, Verhoeven, Reitman, etc. and had great chemistry with all of his co-stars. This resulted in some solid genre films which stand the test of time.
Johnson and Cena don't have any solid films on par with Terminators 1&2, Conan the Barbarian (shit, even Conan the Destroyer), Predator, Commando, Total Recall and True Lies. Even The Running Man, Last Action Hero, Eraser, The Last Stand and Escape Plan are better than 50% of Johnson and Cena's movie output.

Like others have mentioned, Bautista has demonstrated that he has the most acting abilities of the three. He's shown he can do character parts in a variety of roles such as Drax in the GOTG films, Spectre, Blade Runner 2049.
Johnson has charisma and a likable personality, but chooses to star in endless mediocre blockbusters. He doesn't play characters, but just variations of his Rock persona which has become boring.
Cena was funny in last year's Blockers, which was a funny comedy with heart. He's certainly got comedy skills, but he's also been in many generic B-grade action movies. I'd like to see him in more solid roles before making a call on him.
