I think Gates has the bigger overall impact on general computer tech as Windows has been dominate for a long time now and the competition is not even close for general laptop/desktops.
Apple products, regardless of quality, are priced too high for what you get in comparison to the competition for most people which is one thing definitely working against Apple.
Gates made a bigger impact on general computers than Jobs did since Windows is the standard for general computers (as the competition is not even close in terms of market share) and Android is the dominate OS for general phones according to market share info online. but I guess where Apple did well is iPOD/iPAD/iPhone and the like which seems to have pretty much made them what they are today. but it would seem Jobs topped Gates if you put Gates Windows success aside etc.
