Ay dios mio! The latest one is that the villains set to appear in Matt Reeves' upcoming film are the Penguin, Catwoman, Riddler, and a wildcard...Firefly? WeGotThisCovered.com also suggested that Two-Face and Bane would appear in the movie. But since we already had Nolanized versions of those, that seems too soon.

Well, emphasis on "Nolanized". I know a lot of Two-Face fans were upset we didn't get the split personality mob boss version of him. I liked Nolan's portrayal myself, but there's room for another interpretation between that and Forever. Just pull a Spider-Man Homecoming and skip the origin. We get it.
A little less keen on another Catwoman. That article blasts Hathaway as comic inaccurate, but...it kinda was? Maybe just a little less sexualized, though even then it was still implied she and Juno Temple could be turning tricks.
But yeah, I'm 100% in for this giant rogues gallery fest. Long Halloween, Hush, the Arkham games - these are awesome.
Also, does 90s setting imply this is a prequel? R Patz doesn't immediately come to mind as a young Ben Affleck...

I wouldn't mind if they cast all of them with actors who will play them for a series and the plot revolved around a main villain breaking a shit ton of people out of Arkham as Batman's first true test of his career...

Matt Reeves is supposed to be doing a trilogy, right? If the initial film of the trilogy features so many members of Batman’s rogue’s gallery, where do you go from there?

Depends on the type of movie, a typical cbm action blockbuster then not many really, but this is meant to be more a noir detective story iirc, that makes sense to use more established characters to allow you to flesh out the world more, Penguin could be in the movie but not be a major role in it, he could just be one of the gangsters Batman shakes down for info, and it makes it harder to figure out who the main villain may be, but if you just have Two Face then it's a lot easier to guess who the antagonist is going to be in the film long before even a trailer is released.

Yeah this is what I was wanting. Using a lot of Villains in the movie with minor roles that will be used in other movies. Just laying the foundations to the world with actors who will be in 2 and 3. Also using the Villains to fill out the tone and frame Gotham as a character itself.

It’s Grace Randolph, so take it with a grain of salt, but she claims the movie will be adapting stories like The Long Halloween, which honestly sounds a bit redundant at this point.

Now the name being thrown out for Penguin is Toby Jones. That's not bad but I'd like either Jared Harris or Timothy Spall. Spall's even got the nose for it.

Chloe Grace Moretz is now said to being eyed for Catwoman since Vanessa Hudgens turned out to not be the case(though she has expressed interest), linkIf this is true I am sorry but I cannot see it, nothing about her screams Selina Kyle and her being a romantic interest to Robert Pattinson would seem pretty weird as the age gap is pretty noticeable. Moretz would make a better Supergirl, Batgirl(Stephanie) or Wonder Girl(Cassandra). As far as characters with 'Cat' in their nickname she'd be better as Black Cat in the MCU. Now, Aubrey Plaza, who has expressed interest in being Selina recently and years before, would make a better fit. Why she'd work so well is because she can sound so slinky and can pull off that type of smirk where you're unsure if she is good or bad. And she's only, like, two years older than Pattinson.
