No because they could have gone in any other direction. They could have made Chastain's character Lilandra (like everyone wanted anyway) since they obviously changed her in reshoots. And changing them from Skrulls into another race of shapeshifters is not even a change at all (see what I did there?). It's not like Feige told them exactly how to change them if he told them to change them at all. If they were told to make changes and they failed in those changes then it is on them. Also, there were a lot of things people complained about that had nothing to do with the 3rd act or changing them from Skrulls.

This guy wearing red kinda looks like Gladiator. This tall guy kinda looks like Titan. This platinum blond looks kinda like Oracle.

Then Lilandra decides to destroy the solar system to destroy Dark Phoenix. Sounds like a villain to me. And I'm not talking straight out villain. More like a Magneto.
