Remember, Darth Vader didn't realize he had children, and when he discovered he had a son, he didn't know until nearly the very end that he also had a daughter.

Is she a Palpatine? Anything could happen at this point, but I'm going to say no. We never had any clue in past movies that Palpatine ever had children of his own. Possible, but unlikely.
However, that doesn't mean she's not his "creation". Far as I'm concerned, Palpatine practically told Anakin that he learned how to use the midi-chlorians to create life from Plagueis. I believe Palpatine manipulated the midi-chlorians to impregnate Shmi so she would give birth to Anakin without a father. If that turns out to be the case I don't see why he couldn't have done the same with Rey (in a weird way making him Anakins and Reys dad?).
The only problem I see with that is that the timeline doesn't add up. But this is SW. There might be a way he put the gears into motion before he died.
I bet that's what we're going to see in this movie: Palpatines plans from beyond the grave taking effect.

I'm not saying I buy the Palpatine-created-Rey but... would it be possible that the same mumbo-jumbo he learned that allowed him to create Ani in Shmi's womb, allow him to somehow keep himself from truly dying? Something that would leave him as a bit of a wraith (if we can have Force-ghosts, I would assume someone might write Force-wraiths?) and perhaps he will try to manipulate Kylo (which, let's face it, ain't hard to do) or Rey, to try to get them to do something that will bring him back? So Skywalker must rise to the challenge of defeating Palpatine/Darth Sideous, yet again?

My opinion is that Palpatine learned how to manipulate midichlorians from Plageuis, and he used them to create Anakin. In that same way he could've used them to create Rey. Maybe he created a whole mess of force users that way, and we'll find out in TROS. Who knows?
