If we're allowed to include the TV shows, then hands down it's Quake (Daisy Johnson). She has by far the best story arc and the best character development. Not to mention gradually becoming one of the most well-rounded and strongest female heroes in the MCU.
If we're sticking to only the movie heroes, then I'm picking Scarlet Witch. She's one of the few female heroes who doesn't fall into the stereotype of tough, sassy female fighter. Her personality is very unique and distinctive, her powers are pretty darn powerful, but most of all they're not afraid to show her vulnerable side.

She is a powerful superhero, a highly intelligent computer analyst, and one of the most well-trained agents in SHIELD history having been mentored by Grand Ward, Agent May, and Coulson himself.
She would not only hold her own against Black Widow in hand-to-hand combat but could probably kick a few of the superpowered Avenger's asses.
Quake belongs in the movies.

Peggy Carter Gamora Nebula
I more/less like them all (the ones I know) but honorable mentions to the Ghost from Ant-Man and the Wasp. I found her predicament quite sympathetic. Honorable mention as well to Trish Walker from Jessica Jones. Hero is stretching it but I really liked her. I'm almost amazed I've never seen her in anything else.

Nebula is my fave...but i always see her as more of an antihero or antivillain than i do straight up hero...altho her arc has her changing more to the heroic side over time.

With the exception of Iron Man 2, Black Widow has gotten the best character moment in every movie she has appeared in.
So for that reason, I'm going to say Black Widow is the best hero in the mcu.

I actually think she can take on Wanda. She definitely should get upgraded to movie status once AoS finishes.
