Actually I’d say it’s less of a Batman movie than Far From Home is an Iron Man movie because Iron Man actually existed in the universe of Far From Home while Batman never existed in the universe of Joker. 8 year old Bruce Wayne ≠ Batman. Not correct. It belongs to the BATMAN FRANCHISE, regardless any sequel. The movie features the Waynes, Arthur Fleck is related to the Waynes, the setting is Gotham City, there's Bruce Wayne on it and, most importantly: The movie is about the origins of the most iconic and biggest archenemy of BATMAN. Deal with it, kid. LOL.

But that's not what the OP is asking. I liked Joker a lot, but it doesn't feel like a Batman movie and doesn't need to be viewed as one. You could watch this film without any knowledge of the Batman franchise and nothing would change. In my opinion you're better served blocking out the references to the Batman mythos and just watching Arthur's story unfold.

At the risk of being labeled an idiot by hobowar, I will say yes. The movie deliberately parallels the birth of the Joker with the birth of Batman. Bruce's father helps create Joker, and then Joker helps create Batman.
The emphasis on economic disparity and lack of mental health care and the smug indifference exuded by the wealthy (especially his own father) is arguably making a point about what Batman chooses to fight itself.
The inclusion of Bruce, his dad, and what happens in Crime Alley aren't accidents or just fanboy nudges. The final scene is Joker laughing to himself intercut with the iconic shot of Bruce standing over his dead parents - everything coming full circle.

No it definitely isn’t. It’s a Joker movie with Bruce Wayne playing the dark inversion of that kid from Batman Begins.
