I'm starting a new job in a few weeks. In reading through the employee handbook, it seems like they have some pretty strict rules regarding the internet for personal use. They say you can use it for personal stuff, but that you have to keep it limited. I'm thinking of avoiding sites like this one on their machines, but still have my cell phone. Does anyone know of antivirus software or an app that can block or protect my phone a little more?

Yeah, I just want to be able to goof off a bit and let off some steam - like on sites like this. Not using their wifi is always an option, but that could get expensive data-wise.
Antivirus software doesn't block them from tracking does it?
Does going incognito on your browser do anything at all?

Can try using a VPN which masks your IP address. I'm familiar with using VPN's when working remotely, but not on a cell phone. Do you have to sign into it every time you use the app or is it something that once you download it's always on/operating?

Gives a choice of IPs to choose from across various locations. Can always have it enabled once signed in.

I don't understand the issue here...
MY cell phone has it's own national service, and doesn't need to operate through some local private system owned by an individual, such as your employer... So, your cell phone shouldn't need to use any other service, and should still be able to be used at your job...
The problem will come from, when your BOSS sees you using YOUR cell phone for personal activities, while you are not doing the tasks he is paying you to do... Do your job, and then only use your cell phone during breaks and lunch, and there should be no problem.
OR
Are you talking about using something, like a Tablet/Laptop/Computer? that would require your's company's "WIFI" system to access the internet, since you won't be able to access your home internet system from work...

get a provider that gives you unlimited data and don’t worry about IP masking and VPNs, things that will likely Get you Noticed by the company information security team as it would be unusual. Just don’t use their network and you will be fine. And no antivirus app will not do anything like you want in this case. You need to step out of their network.

This just masks your IP address, right? It doesn't give/find free wi fi or anything - if I'm understanding you correctly.

I use Orbot to mask my IP and it also has a VPN that will work with any app or browser you select it to. People are leery about using this due to honeypots because it goes thru Tor but I'm not too concerned about it. I select countries that aren't 14 Eyes countries. Orbot will work without using it's companion Orfox browser.
Opera also has a VPN but only for the it's own browser. However Opera mini does not have a VPN.

A little update. I am using another company's free wireless, so I found a way around that issue. I can understand there's certain company policies about work computers, but I wasn't keen on them monitoring my phone. I'm noticing some strange/conflicting things about this place though. Like I said above, there's a lot of tough talk in the employee handbook about using your computer for personal purposes. It was a little terrifying, which is why I was trying to think of ways to use my phone that wouldn't kill my phone's data. But they use this online chat tool. Slack. It's to chat about projects, clients, etc. The stuff they post in there is hilarious. Stupid/funny stories from around the web, like this: www.papermag.com/butthole-sunning-2641469668.html. I was cracking up, but insanely confused. The handbook also talks about being clean, well-groomed, etc. Meanwhile, one of the IT guys wears basketball shorts and a t-shirt - or hoody if he's cold - and takes his fucking shoes off EVERY day. He walks around the office and goes to meetings like that, LOL. Then there's the weather policy. "We never close for weather", so I'm thinking, "What am I getting myself into?!" There is also a very strict drug and alcohol policy. It's common sense, but they warn you not to come to work under the influence and even point out medical marijuana. So what do they have here?! A fucking mini fridge in the LOBBY with beer in it. I feel like this isn't real life.

I'll bet similar things were said about cars a hundred or so years ago. Payphones are getting harder and harder to find. Do you have kids? If so, do they have cell phones?

i recall being in the mall in the 80s and having to scrounge for a quarter to call someone and if they were out you'd never reach them.
or when on the road if the car had a flat or something having to either flag down a stranger or hoof it to some place with a payphone.
