Like as not your browser handles updates on its own.
Looks like someone who actually wants you to install a weather app anyway.

My advice... wipe your drive, install Windows clean, then avoid installing any BS like what your mentioning now and you should be reasonably safe as then you can be sure your computer is safe and in good running order.
also, as a general rule... if some random thing asks you for personal info that you are not actively seeking out, just assume it's a scam.
you don't need any 'software' telling you that you need to update your browser as browsers like Chrome/Firefox (I personally like Firefox over Chrome even though Chrome is the most popular browser) should pretty much automatically update themselves on Windows.
or another way to put it... once your sure your computer is in good running order about all you need to do is keep Windows updated through the 'Windows Updates' (although this is likely configured automatically right now. although it's not a bad idea to run Windows Update manually once every couple of weeks or a month or so) and your browser up to date and any other software you regularly use. I would make sure you don't have Flash or Java installed on your browser as they are just security risks.
p.s. depending on what you do on your computer Linux might be a safer option for you to browse the internet with since many of the shady things that effect Windows does not effect Linux. hell, on Linux you don't even need any anti-virus software or the like which says a lot.

mstreepsucks Did you sort out your issue? ; if not, take a screenshot and post it here. it's simple to do in windows... press the 'print screen' key and then open Paint and paste it in there and then save the file (preferably as a .jpg) and upload it to a free image site and then post the image here. NOTE: to state the obvious before taking a screenshot make sure there is no sensitive info on your screen (like anything you don't want others to see(or if you can't help it you can erase the sensitive parts of the image with say Paint's eraser before saving the file)) as you would not want to accidentally post that online because anything we can see someone else can! p.s. but while I am at it... in your web browser (Chrome/Firefox) install the following extension... uBlock Origin by Raymond Hill. that will remove a lot of junk online. everyone should have that extension installed as the internet sucks without it as there is too much junk and not only that it improves your online security since ads can potentially infect ones computer. also, as a general rule avoid installing too many extensions as the less the better as a general rule. and... always make sure your browser is kept up to date as that will help keep your computer secure. I would avoid Flash/Java as if those are installed I would remove or disable them as unless you must have those installed, they are just security risks.

mstreepsucks Yeah, it's generally not a good idea to use Internet Explorer anymore as that's pretty much sucked for many years now as Chrome or Firefox are pretty much what a large portion of people use with Chrome being the dominate browser with Firefox being the most popular alternative to Chrome based on market share. p.s. I think from what I read Internet Explorer is generally less safe to use online vs Chrome/Firefox.
on a side note... it might be automatically doing it already but if not I would suggest you run a 'check for updates' in Windows to make sure your OS is up to date, otherwise your more at risk online in general. I assume your using Windows 7 or Windows 10? ; if your using Windows 7 you got about 1 month to move to Windows 10 (or change to something like Linux) simply because there will be no more security updates etc for Windows 7 in about 1 month from now which means not all that long after that Windows 7 generally won't be safe to use online.
Assuming you meant Firefox, once you install Firefox I strongly recommend you install uBlock Origin as you will be noticeably safer and have a better overall experience online since it removes a lot of junk online etc. here is the official uBlock Origin link that Firefox links to... addons.mozilla.org/en-US/firefox/addon/ublock-origin/ ; just go to that link and click the "+ Add to Firefox" blue icon.
