Hell, most movies could be pretty much summed up as generally not good quite easily since most movies (as in ALL movies made) are average at best and average tend not to be 'good'.
because even once you start going off the radar a little bit... a movie might still have a okay score or something like that but once you go much beyond that, things tend to be forgettable and that's probably enough for it not to qualify as good as maybe average but nothing worth noting.

From Roger Ebert's review. To my surprise, I find myself recommending "The Haunting" on the basis of its locations, its sets, its art direction, its sound design, and the overall splendor of its visuals. The story is a mess, but for long periods of time that hardly matters. It's beside the point, as we enter one of the most striking spaces I've ever seen in a film.

OP is specifically referring to movies that are often considered flat out awful, meaning that no one tends to say anything good about them because EVERYTHING about them is bad. You didn't even address the question asked, which has to do with what you have heard about a movie, not what your personal opinion is about a movie or movies in general.

Rocky V has one of my favorite scenes in a Rocky film, when he’s thinking about Mick giving him inspiration and he caps it off with ‘Mickey loves ya.’ And then the Rocky theme kicks in before he kicks the crap outta Tommy. Rocky V is a decent flick.
And I’ve always like Beverly Hills Cop 3.
