My definition is what I would assume most people would think (or variations of this wording but means pretty much the same thing(like others have already said in this topic so far))... the viewer feels the movie gets more praise than it deserves simply because it's not as interesting as the praise claims it is.
but with that said there can be varying degrees of overrated. because even if I claim a movie is overrated, I might still like the movie. but usually if I use the term of 'very overrated' or 'highly overrated' there is a pretty good chance the movie is average at best for me and could be below average or worse.
hell, I think there are even some movies I would consider a favorite (as in my Top 155 movies out of the 2,300+ total movies I have seen) but I feel is at least mildly overrated.
p.s. like when I think the old days of movies (lets say pre-1960's), one movie comes to mind that I think many, if not most, would consider overrated on some level... Citizen Kane. I think that simply because it's probably not highly enjoyable to most viewers to be somewhat inline with it's overpraised reputation with critics etc. so in my guesstimations... I think for the majority of viewers probably think Citizen Kane is anywhere from mildly overrated to highly overrated.

While I can see how you would think that way on some level... I tend to see it a bit differently in the sense that some movies are overpraised by a select/limited group of people as I think some movies, while they might get praised on IMDb, the more common person probably thinks noticeably less of a movie. hence, one could plausibly claim it's overrated on some level at that point if you want to use majority opinion, or thereabouts, as a measuring stick for whether a movie is overrated or not.
but like Fox in the Snow said in reply to you, "I can’t speak for anyone else, but I certainly don’t think my opinion is more important/correct than anyone else’s when I use the term. I’m just expressing where/how my opinion differs from the “perceived popular” opinion."
I think there are quite a few movies that have a rather high score on IMDb, or are in the IMDb Top 250, that are average at best in my mind with some being below average at best. these tend to be the most overrated ones etc.

Why?
The majority of those who reviewed the film, can NOT be wrong...
Because, who the fuck am I, a single individual, to say that everyone else in the world is wrong!
