It has to be Wrath of Khan. I watched it not that long ago and it holds up incredibly well simply because while the effects do look a bit dated, the actors were at their best. CGI cannot replace quality acting.

Wrath of Khan by far. Its the movie that changed Star Trek forever more. After that, the idea of Star Trek being a Horatio Hornblower-esque naval adventure in space took hold, and was felt in ALL the following movies and TV shows. Its no surprise that the second most liked ST movie, Undiscovered Country, is directed by the same guy (Nicholas Meyer - a huge fan of Hornblower).
