Is it explained in the comic how Ezekiel got this special arrangement with Negan? Why do they not enter the Kingdom? How does Negan know Ezekiel is giving half of everything? Why do they get to keep their guns? Did Negan kill someone from the Kingdom "right off the bat" like he has with every other group?
With the other communities, the Saviors come in and go through everything and take what they want. What kind of leverage does Ezekiel have? Is Negan afraid of tigers? Did they ever meet face-to-face? When I try to imagine such a meeting, I picture Negan laughing his ass off at Ezekiel's pomp and pretension!
In this last episode, (S7E10), the kingdom's tribute was a small load in the back of one SUV. It was nothing! Is this whole "special arrangement" just bad writing by Kirkman to use as a plot device?

The whole Kingdom does not translate well to the screen.

Maybe the Kingdom has to provide so little because what they provide (fresh meat, fruits and vegetables from what we've seen) can't be easily gotten and is worth more. A dozen fresh cantaloupes in the last ep, while being less food, is more desired by Negan than say a case of canned beans.

If I remember correctly, that arrangement wasn't in the comic at all and everyone was allowed their guns it's just they didn't have as much guns and ammo because they gave it to Negan.

The Kingdom is in an area assigned to the outpost run by Gavin, who's about as close to a good guy as the Saviors have. The only reason Alexandria has gotten personal visits from Negan himself (which have ended at this point) is because of how much trouble they caused. The Kingdom's much more generous terms were negotiated between Ezekiel and Gavin. As long as the stream of supplies flowing from his outpost to the Sanctuary continues uninterrupted Negan doesn't question how they were obtained because he doesn't care. That's the lieutenant's job. Of course their current deal depends on Gavin. If he dies or is transferred elsewhere the Saviors could show up at the Kindgom's gates demanding entry without warning. Then either the people would fight back and some of them would be killed to set an example, or Ezekiel would tell them to let the Saviors in and they'd do their thing. Harassing random people and taking half of everything. Whichever half of whichever items they choose. Richard knew that was the inevitable outcome, sooner or later. Which is why he tried forcing the issue when Ezekiel couldn't be persuaded.
