Since Brosnan celebrated his 64th birthday a few days ago, let's vote on his best Bond film.
By and large I'm expecting people to go for GoldenEye but my choice is Tomorrow Never Dies, a ludicrously fun and enjoyable film that's enjoyed quite a resergence in popularity this decade. I think it'll be even more appreciated as the years go on.
GoldenEye is good, but I feel people tend to treat it more leniently out of nostalgia.

Tomorrow Never Dies for me as well. Nice little streamlined story that doesn't suffer from some of the bloating that a lot of movies in the franchise fall victim to, good action, two very sexy leading ladies, and perhaps the last truly "Bondian" villain in Elliot Carver; somebody who just wants world domination of a sort and isn't out to solve daddy issues or on a mission of revenge. Goldeneye may well end up winning, but for me it's a little too slow-paced and Brosnan isn't as self-assured in the role yet.

GoldenEye is leagues above the rest, but I do enjoy TND ("The only good news...is bad news!") and TWINE (minus Dr Christmas).

Going strictly by the wording in the topic (i.e. 'Best Pierce Brosnan film')...
1.The Thomas Crown Affair (1999) - 8.5-9/10 (within my Top 26 movies) 2.The Matador (2005) - 8/10 (within my Top 58 movies) 3.Some Kind of Beautiful (2014-2015) - 6.5-7/10 (within my Top 196 movies)
those are his stand out movies for me.
but in terms of Bond movies... ill go with GoldenEye (1995). but at this point there is not a single Brosnan Bond movie i like even though i used to think his Bond movies were amongst the best in general, they no longer hold up as they took a hit back in Dec 2014/Jan 2015.

Goldeneye is the best, easily, however its score really dates it as well as some pretty dodgy VFX here and there. Tomorrow Never Dies and The World Is Not Enough are somewhat mixed bags for me, although watchable. Tomorrow Never Dies has a pretty outlandish concept, but it surprisingly doesn't date and is kind of thought provoking, it also has the best Brosnan 007 girl with Michelle Yeoh's Wai Lin, not too mention the best action of Brosnan's era. I think the narrative for The World is Not Enough is stronger, but it drags and it gets tiresome at a point, I think Robert Carlyle did good as Renard but I never really felt like he was the main threat of it even before the big reveal with Sophia Marceau's Elektra. I really liked adding John Cleese to the cast as Q's replacement, he was fun to watch. Biggest issues with TND and TWIE for me were the casting of Teri Hatcher and Denise Richards; Hatcher stuck out like a sore thumb with the material and mostly just seemed "there"( To be fair, she's not a fan of the movie herself and isn't fond of her work in it). Richards...Hot yes, but waaaaayyy too young and doesn't possess the look of somebody who is an expert in nuclear physics - I have no idea what the producers were thinking there, I understand she was an it girl at the time but come on.
Die Another Day is just a disaster, in my opinion the worst Bond movie ever made, and yes I have seen Moonraker as well as the non-canonical Casino Royale with Sellers and Allen. It isn't a total waste, credit where its due some of the action choreography is pretty good and Rosamund Pike and Toby Stephens both do great but sadly not even they could've delivered every line with a straight face.

Yeah, it makes me wonder if that's a reason peoples praise of it. it honestly does not hold up for me as of Dec 29th 2014 viewing (that's the point i no longer like the movie) as my prior viewing to that was Sep 20th 2012 as at this point i still thought it was solid. so somewhere between those two dates it took a solid hit.

Dated mid-90's FX aside, I still enjoy Goldeneye a lot. Brosnan's good in the role and Sean Bean as 006/Janus is easily one of the better Bond villains of the past 20 years. The Bond girls here can actually act and Campbell does a good job with the action sequences. I also enjoy Robbie Coltrane as Valentin.

I went with Goldeneye. Tomorrow Never Dies is solid, and TWINE is making ground along the rail on the inside. I like the villain in the latter.
Die Another Day, while a turkey, is still more watchable than some other Bond movies.
