I can understand Harrison Ford getting top billing because he had a lot of screen time and Han Solo actually played a huge role in the story. However, Fisher had a small although important role and Hamill had about a 1 minute non speaking screen time role in the movie. I always thought top billing goes to either the biggest star and/or amount of screen time.
The only other example I can think of is Marlon Brando's top billing for Superman.

No it goes into whatever contract they sign. So an actor can stipulate they get top billing in their contract when they sign onto a movie if they want to (means they are a big enough star to command this) and/or the Studio wants them enough and are willing to acquiesce (Likely cases for Hamill and Fisher).

Well they are the originals and established actors it doesn't really matter I doubt anyone involved had a problem

It was a financial investment giving him second billing. They would want to keep the talent happy, and giving him what he wanted allowed them to get him to sign on for the trilogy. Disney got what they wanted and Mark Hamill got what he wanted. Win-win. Show business is strange though. Judi Dench won an Oscar for just a few minutes of screen time in Elizabeth. As the one guy mentioned, it comes down to negotiations and how good the actor's agent is at doing it.

Yes it is strange. Just like Marlon Brando got top billing and the highest actor salary for only appearing in the first 20 minutes of Superman. No. I'm saying they got what they wanted by convincing Mark Hamill to return as Luke for at least 2 movies in the trilogy. It cost them nothing to give him second billing; although, I'm sure Hamill got a very large paycheck(s) and perks out of it. Indeed. Just like Richard S. Castellano (Peter Clemenza) got the biggest salary in The Godfather. He did it despite not being one of the lead actors in the movie and beat out Brando/Caan/Duvall/Pacino/Keaton who were the leads. Show business, huh?

During preproduction for Godfather, Richard Castellano was at the height of his fame with an Oscar nom for "Lovers and Other Strangers" so I can understand his high salary at the time. Perhaps he gave Brando good advice for the eventual super deal he got (pun intended) for his role in Superman.
