1. Darth Vader
2. The Emperor
3. Grand Moff Tarkin
4. Boba Fett
5. Count Dooku
6. Darth Maul
7. Jango Fett
8. Jabba the Hutt
9. General Grievous
10. Nute Gunray (well he was kinda funny)
Didn't really like the Force Awakens or Rogue One villains. And the OT imperial officers weren't overly memorable.

Darth Vader and the Emperor. Only because they had the biggest presence in the moves.
