It depends on what you mean by disturbing. Genocyber and Violence Jack are just mean-spirited and leave a bad taste in your mouth. Serial Experiments: Lain and Paranoia Agent are disturbing by design but they're both great. I suppose I'd put Elfen Lied somewhere in the middle.
