I don't have a 4K player yet, one day I will get one. I buy Blurays often, and you have a choice between 4K and bluray.
It would be smart to package blurays with the 4K, while many are still in the transitioning period, that way you have both, and when you eventually get a 4K player you don't have to worry about replacing all your blurays.
They already box DVDs with blurays, which is a total waste of a disc, because people who only have DVD players would purchase the DVD only and save $15. If they didn't buy a bluray player by this point, they're not the type to pay $15 more for a film. Those with a bluray player would never be in a circumstance where the DVD would come in handy, and It'd be unbearable to watch being already spoiled by 1080p quality. They might as well include a VHS with bluray.
But 4K and bluray together is something both of which people could actually use. It's all about $$$$.

I think the reason why they add a regular DVD with the Blu-Ray disc in a Blu-Ray purchase is in case a Blu-Ray player isn't around.
For instance, if you're traveling and want to watch one of your own movies in a hotel with a simple DVD player, then you can still watch the movie. Or if someone wants to borrow it and they don't have a Blu-Ray player, then they can still watch it.
It's just fluff; I don't mind it.

They DO package blurays with 4K. I've bought 6 4K Ultra HD movies so far, and each one included a regular blu ray inside. I too haven't got a 4K TV yet, but I recently started buying 4K Ultra HD disks for when I do.

Two reasons.
First reason is when DVDs came out, they made every portable device a DVD player. Computers, Portable DVD players, Built in DVD players, etc... There were people who didn't think there was much of a point in replacing DVDs.
DVD's were GIANT leap over VHS, but Blu-Ray is a small step in comparison. In fact, I know neighbors who to this day don't own a Blu-Ray player yet. Still buying DVDs. Also, if you own 1 blu-ray player for your living room, you might only have DVD in the bedroom.
Second reason, it's too new. When Blu-Ray first came out, it didn't start off with the combo packs. I remember Disney was the first to offer both, then other companies followed suit. Now it's the norm.
Give it about 2 years, then when everything is Digital Copy, they will. Because then your devices will all stream anyway, you won't need a DVD.
Finally, it really doesn't matter. In about 5 years, Discs will be OBSOLETE anyway. You won't have 4k or Blu-Ray discs for sale at some point. In the future, it's all about streaming.
Think about it, when you purchase a digital copy, it is in HD or 4k. Your choice. So, when they make a higher resolution, you'll still own the film, but you will be able to stream it in 8k or uHD or whatever... So you'll never have to replace a disc again.
VIRTUAL LIBRARY and Streaming are the future. 4k will never have time to take off like Blu-Ray or DVD.

He never bothered purchasing a DVD player because he used to watch all of his movies from the premium cable channels. I had never seen the guy rent anything in my entire life. He barely used his VCR that he purchased in the 1990s. Pretty much the same situation with my parents. Granted, they have a DVD player, but most of what they own doesn't require Blu-ray. I just remember my father saying something about them being expensive, and there was no point in owning one because he transitioned from a CRT TV to an HDTV kinda late in 2011. I had to actually convince him to ditch his 27" SDTV since HDTV was becoming relatively cheap. Even the TV he owns now doesn't really support anything above 720p. I do own a Blu-ray player myself and have a huge collection of physical media, but I really think streaming is going to dominate the way we're able to watch everything. Disney's kinda getting away from putting shows on DVD since printing cover art and such is too expensive when all you have to do is slap a title of a show onto a website and offer it for a fee. Even ABC is guilty of the same thing. They never bothered putting a show like Castle (2009 - 2016) on Blu-ray to sell. I will miss being able to scan through my display of movies/shows, but it is pointless having to replace everything yet again because of the 4k format.

Um... they do do that, brah. 4K UHD include Blu-ray copies as well. I'm not sure if all of them do, but there definitely are some.

TBH I've never seen a 4K disc that wasn't boxed with a blu ray. 100% of them are dual format here
