Tupac. Biggie had the more fashionable lines, and he knew how to size up a beat better. He had more "mojo" to his songs overall, but Tupac's music was life changing though. He was a lot more symbolic, philosophical, and spiritual in his raps, and the more historic of the two.

Tupac appealed to a lot of people, had had mad amounts of charisma. The guys wanted to be like him and ladies just wanted a guy like him. That being said his lyrics waiver from mostly just ok to moments of greatness. Biggie was far superior IMHO.

2-Pac ; no contest. i never cared for Biggie. he's not bad but was never someone i went out of my way to listen to unlike 2-Pac. regardless of my personal opinion... I think 2-Pac is arguably THE biggest name in rap of all-time, or pretty close to it as i don't see many challenging him when you look at their more iconic status. it's safe to say Biggie does not reach 2-Pac's level. it's sorta like how the general masses praise The Beatles (like one of those super iconic groups in music) as i feel 2-Pac would likely be the rap music equivalent in the rap genre and i imagine his early death further cemented this. p.s. hell, i remember hearing about his death back in 1996 as i remember it having a bit of a impact on me at the time as i was nearly 17 years old at that time. but i will say that when it comes to 2-Pac all of his best CD's overall were from 1996 or older. for me personally i think his overall best stuff was in the 1994-1996 time frame which pretty much boils down to these four albums... Thug Life - Volume 1 (1994)/Makaveli - The 7 Day Theory (1996)/2Pac - All Eyez on Me (1995-1996)/2Pac - Me Against The World (1995). but out of those i think All Eyez on Me and The 7 Day Theory are the cream of the crop. i still have all four of these CD's from back in those day. if anyone wants a copy PM me
