Killed/Written off too early? Some I am going to say
1) The Huntress 2) Arsenal 3) Shado 4) Yao Fei 5) Black Flash 6) Solomon Grundy 7) Harley Quinn (Technically they never used her but we saw the back of a character that was very similar and the writers said it was meant to be Harley before WB stopped them using her.) 8) Tommy 9) Ra's al Ghul 10) Deadshot

Technically Solomon Grundy wasn't in "Arrow". Waaaay back in Season 2 a random mook was revealed to have the name Cyrus Gold, which was the name of the man who became Solomon Grundy. I think they thought it was a fun Easter Egg and not something they ever planned on expanding on.

I would say Laurel, but Katie Cassidy is far better as Black Siren and Dinah is a better Black Canary.

I think they thought it was a fun Easter Egg and not something they ever planned on expanding on. This was also before any kind of super powers or mysticism officially existed in the Arrowverse; which up to that point was far more grounded. Even though it was the same story that introduced Barry Allen, it had people wondering how they were actually going to do the Flash, or if he'd even get his powers during his brief time on Arrow, or in any (at that time) prospective spin-off. Some thought his show might be more a prequel series a la Smallville, where he'd never put on the suit or have his powers until the very end of the run; and it was a pleasant surprise when challenged all of those preconceptions. With Cyrus Gold, Mirakuru was the closest they had come to the more fantastic elements of comic book lore; and even that they heavily grounded in internal story logic/science. All the same, given where things have developed to since then, it wouldn't be out of the question - and even arguably perfectly setup, given the nature of the character - if he were to come back in fully Grundy form; and essentially make that episode from four years ago his origin story. To the OT, I would agree with Ra's... sort of. His introduction was still pretty early into Arrow getting their feet wet with them living in a more extreme world, and Ra's seemed to be them dipping their toes in to test the water to test the temperature; even though over on the Flash they were doing much wilder things (although that was only The Flash's first season, and could have easily tanked, if all of that hadn't been received well; so the reticence is pretty understandable). I remember being disappointed when they set it up that this iteration of "Ra's al Ghoul" was actually the latest in a line of individuals to take the title/mantle of the Demon's Head; with heavy implications that he wasn't really the quasi-immortal he is in the comics, and that he may not even have the Lazarus Pit. That of course changed, but they still maintained that the Ra's Oliver faced wasn't the original (and that Damien Dhark had vied for the position himself, only to lose out the immediate predecessor to Malcom). It was an odd half measure, making this iteration of Ra's about a century or more old, at least, yet still not the quintessential character in the strictest sense. And then they kill him off... I think it would be interesting to show the "real," or original Ra's al Ghul is in fact still alive, entirely because of his use of a natural network of Lazarus pits that exist throughout the world; and the line of imitators that would lead to the Ra's al Ghul that we knew (and subsequently replaced by Malcolm Merlyn) were part of this sort of religion that formed around the myth of the real man. The mantle of Ra's passed down would sort of be like the pope of this religion, emulating the figure they worship by using his name, revering any children they might have by using the names (Nyssa and Talia) that the original Ra's used for his own daughters. I'm a little ambivalent about Huntress; I like the comic character, but I could just never get on board with the Arrow depiction. I thought they got the characterization wrong, wrong actor, wrong everything; I just found no redeeming qualities about her whatsoever, and would prefer they called a mulligan on that one and do it over somehow. We've had three Canaries of various shades, so it shouldn't be too much to ask. In a certain sense, I'm unhappy they killed off Sara as the "Black" Canary. I know she was only ever officially "Canary" back in her basic black days, but in comparison to Laurel's or Dinah's respective takes, the show nailed just about every facet of the comic book character of Black Canary on that very first try with Sara; so much so, that I was more than willing to accept her as Arrow's defacto take on the character, in spite of the name, in spite of not technically having the physical powers. What she lacked in those areas, she more than made up for in embodying the right look, the right character background, screen presence and the dynamic she had with the other characters, especially with Oliver. Even with her moving to Legends, and made the "White Canary" (I hate the white costume, even the new version), I'd still much rather see her on Arrow, in the black outfit, and owning the title she was perfect for. Legends has become too much of a joke; and I don't feel Dinah is working out any better on Team Arrow than Laurel did.

Just like Green Arrow is the Batman on this show. I always felt like Cupid should have gotten a better chance to shine, both in the comics and the show. It's just a great character concept for an Archery based villain which can be hard to come by... Rebirth should bring her back, particularly given the importance they have placed back on the Oliver/Dinah relationship.
