I think the general consensus would be is that he is a bad filmmaker however knowing his involvement in spfx I think his films, despite being a chore to sit through at times, have some respectable artistic embellishments in that department.
I have yet to see his masterpiece THE MIGHTY GORGA but have seen a few of his other films. THE WIZARD OF MARS, THE GALLERY OF HORRORS, and THE LUCIFER COMPLEX (considered by some the worst movie of all time but I think THE KEEPER 1976 beats it).
GOH is my favorite of his films thus far. It's amateurish (when the medical students tell Lon Chaney they will spin a knife to decide who will do a killing the doctor stops it on Chaney without the latter commenting on the cheating) but I appreciate these time capsule Z-grade films, and I find there is definite charm in the bizarre "surprise" endings. Then there is Vic McGee who turns up in a few of the stories. May not have been a good actor but he sure was versatile.
There is also the special cameo by Jack Nicholson. GOH uses carriage footage from the Raven over and over and over again as a ghoul narrates his life story.
