I can't really think of any whose entire body of work doesn't have at least one film I enjoy. The closest I guess would be Spike Lee. I only kind of like He Got Game and Summer of Sam but even both of those I find too many flaws in...specifically related to direction and cinematography.

Robert Rodriguez altough i'm not sure somebody considers him great I think if they're notable enough that we easily recognize them that's probably good enough. I enjoy Rodriguez. Don't know if I'd call him great either but, at least in some of his work, he has his own style.

So does Wes Anderson, who's an auteur. I don't like him but you can clearly recognize his style

Alejandro Gonzalez Inarritu - The only movie of his I liked was 21 Grams and perhaps the Japan storyline in Babel the rest struck as me boring and pretentious.
Alfonso Cuarón - I admit that he is great with visuals but as a storyteller he is just mediocre.
The Dardennes Brothers - Their movies might be well-intentioned but their dull kitchen-sink realism does very little for me.
Paul Thomas Anderson - he started out as the poor man's Robert Altman before becoming the poor man's Stanley Kubrick.
And there are so many others ...
But I'm just a grumpy bastard who likes to bitch and moan about everything.

I'll second Martin Scorsese for this subject. The only Scorsese film I enjoy is The King of Comedy, and few would consider that one of his best.
