'Lois and Clark: The New Adventures of Superman' had a fair share of odd and unusual villains including Drew Carey in an episode that had Mimi playing a ghost but it also had some good villains like Tempus and I would love to see them bring him back in a show like 'Supergirl' or 'DC's Legends of Tomorrow.'

Out of all the villains we have had on previous seasons of 'The Flash', 'Arrow', 'Supergirl' and 'DC's Legends of Tomorrow' I honestly feel DaVoe has to be the most poorly written one we have had on these shows. It was never explained why he turned into a villain when he got his powers and in the flashback episode he said he wanted to use his knowledge to help people and then he finds out he is dying so he becomes depressed and cuts off the top off his head so his brain is exposed and he targets the Flash and other metahumans. Oohh and to top that off we now find out he can take over other people's bodies. It is like they are making it up as they go.

I really liked his origins, but I was disappointed they didn't bridge that with what he is doing in present day; and can only guess they are trying to tease that out, so as not to give away his motivations or plan too soon. But as you said, it creates this incongruent inconsistency in the character, that makes it seem more like a flaw in the writing.
I do find him a little interesting, but I hate the heavy-handed interaction with Barry. Barry getting so obsessed in the one episode was dumb. He and Joe visit them once, and Barry stops for a single follow up in a more or less public space, albeit talking in private, rather than in front of his students, and all of a sudden they have a claim for harassment? That just seemed like bullshit. Their indignation, especially the wife's, was kind of grating, I think mainly because we knew it was an act; and might have worked better had we not known yet who they really were. But then Barry breaks into the house, which was dumb in itself, and doesn't use his super speed and gets caught on camera?? Jesus tap-dancing Christ, that all annoyed me.
Lois and Clark started off so well, and then seemed to take a dive in production value; and took the scripts and characters right along with it. Suddenly the streets started looking fake as shit, Dean Cain stopped flying for the most part, instead he'd flap his cape as he jumped off frame - something Supergirl has kind of started to do - and most of the plots started getting lame and cheesy. Funny how they also lost Cat Grant after the first season. Tempus was an excellent villain, all the way around. And likewise, loved the actually time-travelling HG Wells as a friend to Lois and Clark.
