I think the most likely character is Kid Flash but it won't be until after Barry has been cleared and is out of prison 'cause it would make no sense for him to leave at the moment when the city needs him.

I agree that it would make more sense to have Wally join the legends, since creatively and effects cost-wise, it would make sense to spread the two speedsters accross separate shows; and solve the problem they're having featuring both characters right now.
I can't see Caitlin going to Legends for the same reason I wouldn't expect Felicity to join the Waverider crew, as much as I would like to see... anything that took her away from Arrow... Caitlin is part of the original Team Flash, and short of Daniel wanting to leave Flash specifically, but not want to quit entirely, I don't see them breaking up the core group.

Ia agree with stargrazer. Wally makes the most sense to join "Legends", mostly because it will resolve their two speedster problem on "The Flash".

But someone a year or so ago made a really good case that Quentin Lance would be an interesting addition to Legends.
Caitlyn might be fun just to play her off of Mick some more.
Who's left? Dibney wouldn't add much personality-wise to the Waverider. Maybe Mr. Terrific, but his relationship with Felicity is the only thing she has outside of Olvier, so it wouldn't be good to lose him. Not Wild Dog or Dinah Canary... None of the leftover Rogues make much sense, though Weather Wizard is a good actor. Alex Danvers would be fun just to see her and Sara work on a relationship, but that won't happen. Pied Piper could be fun...especially that he is a good guy post-Flashpoint. Jessie Quick maybe...but you might as well just take Wally if you want a speedster.
But with the loss of Firestorm, they lose a young, impulsive character and a sage mentor.
Wally definitely fills the young personality, and while I like a good mentor character, Ray and Zari seem to be moving into the "wise" advisor roles a little. But I would still like the "voice of reason" in there somewhere. (Quentin could fill that role...)

They could replace Nate, and either Amaya or Zari. I would rather see Zari leave than Amaya; I haven't really warmed up to her. On the other hand, it seems like it would be more appropriate if Nate were to leave for Amaya to leave with him. I haven't found her especially well written this season either; though for Legends, who's written well...?

And Legends already has Dominic Purcell absolutely OWNING that. Take that away and his personality is too close to Nate and Ray. Flash needs that character a little more than Legends. Nate is the historian and you need him, though they have downplayed that. I also think his dynamic with Ray is really fun...both the George Lucas and ET episodes played with their relationship really well and were two of the best episodes they ever made.

I think Ralph's brand of irreverence is different enough from Mick, but just as importantly, I would expect Ralph to mature, to some degree, especially once he meets his future wife and comes more into his own as a hero. I also can't see him staying on Flash. Four seasons in, they haven't added any permanent, new characters; they can hardly keep the same Harrison Wells from one season to the next. Ralph wouldn't be the first hero incubated in one series to be moved to another. Plus Harry is sardonic enough for The Flash, especially with Cisco as his foil.
As for Mick, I'd like to see a lot more from him than they've done so far with the character. They've completely squandered him being Chronos, with all the training and knowledge that goes with it, that has gone nowhere. If anything, he should be Rip's replacement as someone with the knowledge about how history should be, especially the future. It made no sense for Nate to be able to discern changes to history that he's apart of.
But then, I arguably have some fringe ideaa. I'd rather see Sara back on Arrow as the Black Canary, serving as the leader of "Team Arrow"; and provide enough character growth for Mick to put him in charge of the Waverider....

Here we agree...I don't think he will be here after this season, but I don't see him becoming a permanent addition anywhere else. They spent a whole season developing Julian as an interesting addition to the team, a foil to Barry, another bit of character development for Caitlyn... Then bringing in Tracy Brand who would have been an interesting foil for Harry, especially given her relationship with HR... And they both got canned for some reason, and from what I have heard, it was to do a similar redemption arc with Ralph...they even seem to be hinting at a romance with Caitlyn. So I think it will be the same with Ralph. He'll fall by the wayside at some point this season, then maybe in a season or two he'll show up for an episode after meeting Sue.

I was reading an article a few months ago that confirmed she was going to appear in one of the episodes this season but I have no idea what happened to Julian and that is a really good question 'cause they made it look like he was going to become a season regular but then they just got rid of him for no reason at all and I was expecting Barry to ask where he was when he returned from the Speedforce 'cause that would have been a good time for the writers to address that for the fans but there was zero mention of him from Barry too. I am starting to think he got wiped from existence when they killed off Savitar or it made it that he never went to Central City with the whole Savitar using him as Doctor Alchemy part but we will never know unless they address it.

The disappearance of Julian is odd. I understand if they didn't have plans for the character past one Season, but to never mention him at all is just really weird. it's as if the character has never existed, because not only should Barry have asked about him but Caitlyn should have mentioned him as he was a big part of her arc last Season.

It was pretty early in the season, and an off hand remark.

Thanks for pointing that out Stargazer1682 'cause I don't recall that line at all but I still think that was a lousy way to get rid of him after they gave him such a big role in the previous season and they should have had the actor come back for one last episode before he went. The way he has gone makes me wonder if the actor did something wrong or had a falling out with the show runners 'cause there was a character called Julia in Season One of 'Haven' who left a similar way and it was never explained why she left and I later read she was fired for being on drugs and being difficult to work with.

Even excusing his absence they should do more to keep the characters presence going a little, like have Barry & Iris receive a wedding present from him or mention how they hadn't heard back from him, have them say the got a Christmas card from England and stuff, takes 5 seconds but keeps a season long character from being so disposable, then again they should do the same for HR, doesn't need much just maybe like a throw away line about having a new tradition of X coffee for Christmas to remember him or on HR/Harry's birthday they toast with an expresso in his honor.
I was gonna say they could do so for his death anniversary but then I realised you don't want to point out that ever year at the same time someone they love is murdered, similar to how they don't tend to realise come thankgiving shit tends to turn sideways snd they require a mass hero team up otherwise not needed despite everything else going on.
