I was going to start a thread asking everyone who their favorite western villain is, but then noticed this thread and decided it was close enough to my question.
Anyway, my vote goes to Long Hair in The Cowboys. Played to perfection by Bruce Dern, he is downright mean, nasty, and sadistic. But he really gets his comeuppance in style!
An honorable mention goes to Indio in For A Few Dollars More. He's also mean and nasty, as well as extremely greedy. And a complete madman, as Lee Van Cleef pointed out.

Frank in Once Upon A Time in the West
Brad Fletcher in Face to Face -- he starts out as kind and peaceful but becomes a ruthless killer.
He's not a bad guy but I can't stand Burt Lancaster's character in the Professionals. He comes across as a Hollywood attempt at a spaghetti western character and he makes an uninformed statement on the intelligence of horses which no true cowboy would have made.

Virtually every character Klaus Kinski played in a spaghetti western! Ha Have you seen the Gold of Sam Cooper aka the Ruthless Four? He isn't so bad in that. Actually generates some sympathy in the viewer.
