I am not sure if Jason is an actual character or an alias chosen by Dick. IIRC, the show begins with Dick out of the superhero game, trying to live a normal life. Moving to a new city and assuming a false name would be a good way to do that. The use of Jason Todd is a Easter egg for comics readers so we can wink and nudge each other knowingly.
I am not sure either but the more I read about it the more I think it is the actual character (as this article is saying below) but it will be a question of what version of the character we are going to see and what timeline this show is based in. This could be Jason's first appearance before he becomes the second Robin, he could be the second Robin sending messages to Dick from Batman or he could be the Red Hood. I would like it if they made him the Red Hood and had him as a villain at first playing out the timeline in the comic books where Dick and Jason were feuding with each other in 'Nightwing' and 'Teen Titans' and then had him return later as a reformed antihero who helps them in an episode. The Nightwing/ Red Hood feud would be awesome to see on screen.

DC’s Titans show will reportedly feature a second Robin, known as Jason Todd.
Digital Spy reports Jason Todd, well known as the second person in the Batman Family to take on the mantle after Dick Grayson, will make an on-screen appearance on DC’s live–action Titans TV show.
In comics lore, there have been many Robin’s as there have been Batgirl’s in related titles, but Jason is most famous for being involved in a telephone poll voted by the public for his character to die at the hands of the Joker in the four-part storyline in 1988 called “A Death in the Family”. Batman #427 saw Jason’s Robin being severely beaten and left to die in an explosion while in Batman #428, it depicted his death as confirmed. Of course, as it is with comics, it was not until decades later that Jason had been resurrected and reintroduced in DC Comics.
Titans, is a 13-episode show that follows a group of young superheroes from the DC Universe that band together in order to become the Titans. It will premiere at an as of yet untitled streaming service from DC Entertainment I dub – DC All Access – not to be confused with the app (they might as well call it that unless they have something else any catchier).
Jason will most likely appear in the seventh episode title explicitly called “Jason Todd”. The creative team at DC Entertainment already revealed most of the episodes of the series so far (including the Doom Patrol episode) that has been called out. According to media pundits online like Charlie Schneider of Emergency Awesome are roughly around over half–way through filming as they started Principal Photography on November 14th last year.
The trailer for Titans may likely hit around June/July 2018 at one of the Comic Cons in the summer before its official release on the streaming service Warner Bros. and DC Ent. by September/October 2018. As noted, the current climate of the film and TV broadcasting industry is evolving in terms of distribution and consumption due to viewer’s attention span and a concern that a launch of more OTT/streaming platforms could lead to inundation of the market.
Due to the length of episodes in Titans, it may not be likely that Jason will be the second Red Hood in the in this season until later seasons that has gone mainstream in pop culture, though might be the current Robin or had been interacting with via Dick Grayson (played by Brenton Thwaites) during flashbacks.
