It rests with Disney management. Most likely they tell the people: "ok so you have to make the girl the super Jedi, you have to make Luke a failure because that's the way it should be in the world-failing white guys, bad parents etc..string that all together with some kind of story. We dont care what. Marketing will take care of the rest." Back when TFA came out, it was said Abrams and Kennedy wanted more time but Disney insisted on a December date so...who is really in charge.. I suppose those Disney stockholders have to be appeased one way or another...

Pretty cool that Rian Johnson acknowledged that Lucas portrayed the Jedi as corrupted in the Prequels. It was already mentioned in Rebels before that. Unsurprisingly, Dave Filoni did help with TLJ (the compass that Luke searched for in Battlefront 2 and led him to Ach-To was designed by him).
More importantly, Johnson made sure that the Force is not just exclusive to certain people anymore, just like what Episodes 1-4 showed.

Then why in TLJ did Luke claim that the Jedi were at the "height of their power" when they failed to defeat Darth Sidious? Luke made it sound like the Jedi were at their prime when they were NOT. And then he used that as an excuse to disparage and give up completely on the Jedi. What? The Force was never "exclusive" to certain people at all. We were shown there were thousands of other Jedi, with names and without names, onscreen and offscreen, with genetic history and without. We were introduced to Obi-wan as a Jedi in 4, did we ever know if his parents were Force Sensitive? His grandparents? It didn't matter. We already knew that sometimes the Force just showed up in people.
