The 1985 Volvo 740 gle with automatic transmission: 1. Is this a fast or powerful car? 2. Second question, are 1985 Volvos expensive to maintain in general? And do they frequently require a lot of maintanence, I am asking cuz I know that volkswagans require a lot of maintanence.

I wouldn't really regard it as a fast car, being a 4 cylinder (or 6 cylinder) powered 1980's vehicle. Compared with modern cars it would be relatively slow. It wouldn't be unsafe for highway use though, just don't pull in front of anyone on a freeway access ramp.
Volvos of the era were known for their reliability. A co-worker of mine had a 740 for years until around 2011 when he finally sold it and bought a new Chevrolet truck. I believe it had around 250,000 miles on it. That said, if you are looking at buying a used one, any car can be abused. Just see how it drives and handles just like you would any older car. Compared to a Volkswagen of the era, the Volvo was light years ahead in durability and reliability.
