I wouldn't say Superman has a great or deep Rogues' Gallery.
He's got Luthor, Brainiac, interchangeable Kryptonian Enemies (Jax-Ur and Zod)....after that they're just generic space conquerors (Mongul) and useless villains like Toyman and Prankster. It's one reason why the higher ups at DC eventually made Darkseid more of a Superman enemy, the other reason being that Orion isn't that great a protagonist for the New Gods storyline.
