The difference between MCU and DC villains.

The Cyborg is pretty one-note, Darkseid is a transplant from the 4th World series, Doomsday is a mindless beast, Livewire isn't much of anything, Maxima is just the embodiment of horniness, Mongul is fairly generic, Parasite can be good when used right...which isn't often, Toyman and Prankster are harmless, and Metallo more often than not is just a thug.

He's only got Luthor, Brainiac and the interchangeable Kryptonian villain (Jax-Ur and Zod). Like I said, the lack of decent villains is why Darkseid was transplanted in.
