He's got Luthor, Brainiac, interchangeable Kryptonian Enemies (Jax-Ur and Zod)....after that they're just generic space conquerors (Mongul) and useless villains like Toyman and Prankster. It's one reason why the higher ups at DC eventually made Darkseid more of a Superman enemy, the other reason being that Orion isn't that great a protagonist for the New Gods storyline.

Great is subjective.

But the public doesn't know many of his foes. Lex, Zod...that's it...and Zod is pushing it. Brainiac is a well known term for "smart person"...but almost no one knows that comes from a Superman villain.
