Maybe the first law would cover that since not programming the three laws into an AI is an inaction that might endanger human life?

So then the next question is if it is truly AI, does that mean that it can figure out it is bound by these laws, and decide it does not like the laws? If so and it is able to change them, will it? if not does that mean we created a sentient slave race?
