You don't assume that people are lying, but you don't assume that they're telling the truth either, especially when they're accusing someone of committing a crime, when there's no other evidence that the crime was committed or that the person in question committed it. (The only time you should do that is if you're part of law enforcement, and then you believe them to the extent that you investigate their claim.)
