That is not the issue. The OP said copying them was the answer. I 100 percent disagree.
Frankly, they should've used Starro as the main villain here. It's a story with more potential than "Generic Alien Warlord".
If they wanted Steppenwolf to bring Darkseid, I agree they should have played it up. That was a mistake I thought they made in this story. It wouldn't have taken much.
