It is funny you mention Black Vulcan 'cause I just looked the character up and it said he was created for the 'Superfriends' show as a replacement for Black Lightning due to disputes going on between DC and Black Lightning's creator, Tony Isabella. I would say they must have worked things out all these years later or they wouldn't be allowed to make a 'Black Lightning' TV show but his existence reminds me of how they had Lord Nor instead of General Zod in 'Lois and Clark: The New Adventures of Superman' and it makes me wonder how many other characters have been created like this 'cause the writers of movies and TV shows weren't allowed to use the original characters on screen. Was Tempus a take on another Superman villain from the comics or a new character? There was a Tempus in the Supergirl/Linda Danvers series but he was a completely different character.
