MCU Villains: Why so controversial when criticised?

Well the villains aren't that good but they aren't bad either. Theyre no worse than the average nowadays.
I think it's just that all the hero characters have been done so well, even ones nobody really cared about that it makes the villains just look so bland in comparison.
Especially as most the villains are just shallow evil versions of the the hero with little screen time.
They came up with Loki early on and he was great but they've never pulled that off again which is why people always harp on about him.
They just need more screentime really.
