Neeson's Ra's al Ghul and Nicholson's Joker are just good villains. Devito's character was NOT the Penguin. I don't care if they called him the Penguin, he was NOT the Penguin. That character was closer to Kill Croc. The only proper live-action Penguin we've ever had was Burgess Meredith's. I like Devito's Penguin, but I remember thinking at the time that I might be the only one. He is pretty far from the source material, so I can understand why people don't like him. Neeson's Ra's al Ghul has grown on me. I really like him now, when I previously didn't all that much. I love Nicholson's Joker, but you already know that. #TeamMeredith I like Neeson's Ra's al Ghul, too, but I'm not going to call him a great cinematic villain. He's just not. He's just a James Bond villain given the name of a Batman villain, but still enjoyable. As for Nicholson's Joker: I prefer my actors to actually have to act to play the horrible, rude clown man. You have to like Nicholson's personality to enjoy his performances, and I don't.
