They're no more or less than most other movie villains. People only pretend Marvel has a villain problem because they WANT there to be a problem. Just look at the villains for the Lethal Weapon series, Die Hard, and most other films of the Action or Suspence genres the MCU falls into. Personally I feel that Marvel missing out on building up a supervillain team.
