It's when adult relatives and friends mutually agree not to get each other presents. I totally agree. I know I'm difficult to buy presents for because the only things I want are horrendously expensive (e.g. cars, holidays, etc) - all the more affordable gifts just end up being clutter and I don't want more clutter in the house. So I'd rather get nothing than pretend to be pleased to get something that I didn't want and know that I'm just going to end up throwing away - it's just wasting everyone's time and money. A good gift solution to avoid clutter is to give and receive consumables - booze, fancy foods and such.
