In NY, if you are on public assistance you can not own a car. Not even a clunker. You have to get rid of all worldly possessions so the government can and will help you.
Ok, you can have a car, you just can't have it have your name on the pink slip. It can't be registered to you because guaranteed you can not afford insurance.
