I could say Snoke is Plageus and it wouldn't mean jack!
I could say Snoke has lived 10 times as long as Yoda and trained more than all the Sith Lords who ever lived combined. So no Luke isn't.
I could say Snoke is a boy Force using wunderkind who has that disease that makes kids look like old people. So Luke should be farther along.
Heck, throw a fart into the wind and see if flies! Make up anything you want!
Whatever say is right! Or whatever you say is wrong! Cuz... Just because, okay!
And because Disney gave us nothing to go on Snoke, any "just because" answer is as good as anything or nothing at all.

Yet Luke cant cast an illusion without dying from exertion? Wouldn't Luke be as strong in the force, at this point of his mastery, as Snoke?
So the question was about Luke, not Snoke.
Hmm... okay. But personally it's still not an easy question to answer since we don't have anything to go on as far as Snoke's mastery in comparison. Just what we saw briefly in the throne room. And Snoke's revelation that he was manipulating the shared Force visions of Rey and Kylo. But while that appears to be similar, I'm not sure that's the same type of Force power that Luke was using.
